Irreversible abatement investment under cost uncertainties: tradable emission permits and emissions charges
نویسنده
چکیده
A major concern with tradable emission permits is that stochastic permit prices may reduce a firm’s incentive to invest in abatement capital or technologies relative to other policies such as a fixed emissions charge. However, under efficient permit trading, the permit price uncertainty is caused by abatement cost uncertainties which affect investment under both permit and charge policies. We develop a rational expectations general equilibrium model of permit trading and irreversible abatement investment to show how cost uncertainties affect investment under permits. We compare the resulting investment incentive with that under charges. After controlling for the assumption that random shocks affect the abatement cost linearly, we find that firms’ investment incentive decreases in cost uncertainties, but more so under emissions charges than under permits. Therefore, tradable permits in fact may help maintain firms’ investment incentive under uncertainty. D 2002 Elsevier B.V. All rights reserved. JEL classification: Q20

Tradable permits with incomplete monitoring: Evidence from Santiago’s particulate permits program
I explore the advantages of tradable emission permits over uniform emission standards when the regulator has incomplete information on firms’ emissions and costs of production and abatement (e.g., air pollution in large cities). Because the regulator only observes each firm’s abatement technology but neither its emissions nor its output, there are cases in which standards can lead to lower emis...
متن کاملRegulating greenhouse gas emissions by an inter - temporal policy mix : An experimental investigation
Incentive-based policies, such as emissions taxes and emissions permit trading schemes, are increasingly used to regulate greenhouse gas (GHG) emissions in many jurisdictions around the world. Taxes impose a fixed price on emissions, whereas under tradable permit schemes prices emerge in the secondary permit market. The delayed price discovery under tradable permit schemes creates uncertainty a...
متن کاملExperimental comparison between markets on dynamic permit trading and investment in irreversible abatement with and without non- regulated companies
This paper examines the investment strategies of regulated companies in irreversible abatement technologies and the environmental achievements of the system in an inter-temporal cap–and–trade market using laboratory experiments. The experimental analysis is performed under varying market structures: firstly, in a market where there are exclusively regulated companies and then in a market with t...
متن کاملA Win-Win Solution to Abate Aviation CO2 Emissions
We outline a benchmark carbon dioxide (CO2) intensity system with tradable permits for the aviation industry that will incent in-sector emission abatement opportunities that cost less than the social cost of carbon (SCC). The system sets benchmark emission intensities (CO2 emissions per revenue ton kilometer) by route group and facilitates flexibility in meeting the benchmarks by allowing airli...
متن کاملTransactions Costs in Tradable Permit Markets: An Experimental Study of Pollution Market Designs
Many countries have adopted or are considering incentive approaches to environmental regulation, such as tradable permit schemes to control pollution. Regulators influence the success of tradable permit programs by their choice of market rules and permit allocation mechanisms. This paper uses laboratory experiments to study how the transaction costs incurred by participants interact with the in...
